It’s not necessary to throw a lot of money at it, to make it work. If you don’t, though, you have to throw a lot of time and energy at it, and a lot of creativity. And whichever path you use, you need to be somewhat smart or extremely lucky.
You can’t just sit there, do nothing, and expect to succeed.
Most of the "big boys" are in the United States, because the internet started out as a project of the US Department of Defense, so that researchers and defense contractors could easily communicate electronically. In fact, the internet was designed to be "self-healing" so that if someone nuked Chicago, people working in California could still communicate with people working in Massachusetts.
